The State Duma announced the simplification of the procedure for registration of housing from 2026

In Russia, the procedure for housing registration will be simplified from January 2026 due to changes in the terms of use of maternity capital. This was announced on December 13 by Deputy head of the State Duma Committee on Budget and Taxes Kaplan Panes, the LDPR party.

"Starting from the new year, changes in the rules for using maternity capital to improve housing conditions will come into force. We are removing a significant bureaucratic obstacle that has made life difficult for thousands of families for years," RIA Novosti quoted him as saying.

The parliamentarian said that the mandatory consent of the bank (the mortgagee) for real estate registration operations in the common shared ownership of the whole family will be canceled.

Before the innovations, families who bought housing with the mother capital had to allocate a share in real estate to all family members. However, if the housing was secured by the bank due to the mortgage, the mandatory consent of the organization was required for this procedure.

"The process was often delayed, creating legal difficulties and delaying the family's fulfillment of its obligation to the state to grant property rights to children," Panes said.

Earlier that day, the head of the mortgage department at Level Group, Julian Ovechkin, said that it is important for Russians who purchase housing using maternity capital to choose in advance exactly how to apply this payment — for a down payment or to reduce mortgage debt that has already been issued.

Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, told Izvestia on December 10 that from February 1, 2026, significant changes will take place in the system of social guarantees and benefits for families with children in Russia. As a result, the amount of maternity capital for families who have received a certificate for a second child, provided that it was not issued for the first, will amount to 974 thousand rubles. The amount of payment for the first child will reach 737 thousand rubles.
