Deputies from the Communist Party of the Russian Federation proposed to oblige government agencies to purchase Russian equipment

Deputies of the State Duma (State Duma) from the Communist Party of the Russian Federation proposed to introduce a mandatory localization requirement for electronic equipment purchased by state authorities in Russia. This was reported on December 13 by RIA Novosti with reference to the appeal of deputies to the head of the Ministry of Industry and Trade Anton Alikhanov.

"The introduction of a requirement to localize electronic equipment purchased by government authorities may attract additional investments in this area, as well as provide a stable sales market for domestic companies. <...> We ask you to express your position <...> regarding the proposal to introduce a point system for the purchase of electronic equipment by government authorities," the document says.

State Duma deputy Alexei Kurinny stressed that in the context of anti-Russian sanctions, it is necessary to create conditions for the restoration of Russia's technological sovereignty. In his opinion, the introduction of a technological fee will not have a quick effect, and the formation of a guaranteed state order for domestic manufacturers will become a more effective measure.

The requirement of the members of the Communist Party of the Russian Federation, as noted by the parliamentarian, will stimulate the production of Russian microprocessors and complex components, as well as ensure the utilization of industry enterprises.

Prior to that, on November 20, the State Duma adopted a law on the introduction of a technological fee for the import and manufacture of products with an electronic component base from September 1, 2026. The fee will be paid by legal entities and individual entrepreneurs (sole proprietors) upon import or release of electronic component base and industrial products with electronic component base (ECB). The government will approve the lists of such products, and the funds will go to the federal budget.

Artur Leer, Vice President of the Association of Exporters and Importers, managing partner of Lex Alliance Law Firm, told Izvestia on November 21 that the introduction of a technological fee would be a noticeable but controlled change in the regulation of the market for products with an electronic component base. According to him, pricing in the industry depends on the current market conditions and demand, so a significant increase in the cost of both imported and domestic electronics should not be expected.
