Obtaining a TCP in 2026: what innovations will take effect

Since 2026, the system for providing technical means of rehabilitation (TSR) has been updated with rules that affect the procedure for replacing TSR, the deadline for submitting applications and the use of digital services. Some of the procedures have become more flexible, including the possibility to start making a replacement in advance — 60 days before the end of the life of the product. What has changed in the rules for obtaining a TCP in 2026

Alexey Govyrin, a State Duma deputy and member of the State Duma Committee on Small and Medium-sized Enterprises, told Izvestia that from February 1, 2026, a change will be added on the product turnover side.

— The marking of technical means of rehabilitation by means of identification is expanding: a unique code is applied to the product, according to which the entry into circulation, movement and withdrawal from circulation are recorded. When purchasing a certificate, the code helps to verify the position with what is provided for by the IPRA and the terms of the certificate.

Alexey Govyrin added that the extension of labeling applies to new categories of special products for disorders of excretion functions, including urine and colostomy bags and related products.

Which security standards and the list of TSR remained unchanged

Since January 1, 2025, there are two ways to provide citizens with disabilities with technical means of rehabilitation: the purchase and delivery of a product by the Social Fund of Russia and the purchase of the necessary product from the seller directly using an electronic certificate, follows from the data provided to Izvestia by the Ministry of Labor and Social Protection.

— With the help of an electronic certificate, you can buy any TSRs that are listed in the federal list of technical rehabilitation facilities for citizens with disabilities, regardless of their region of residence. When purchasing a TCP, a citizen with a disability who decides to use an electronic certificate chooses the product they like on their own. There are no restrictions on manufacturers when purchasing a product using an electronic certificate," the department stressed.

In addition, the Ministry of Labor and Social Protection recalled that starting in 2025, the list of data taken into account in the selection of TSR, along with medical indications, began to include social ones: age, occupation, participation in public life, adaptive sports or creativity.

How to replace rehabilitation equipment

Today, you can issue an electronic certificate remotely through the Gosuslugi portal, as well as during a personal visit to the offices of the SFR and the MFC.

The electronic certificate works like a bank card and allows you to instantly pay for the selected product if it meets the requirements of the medical and social expertise, and the funds for the product are transferred directly to the seller, the Ministry of Labor and Social Protection said.

— When issuing an electronic certificate, a certain amount is linked to the MIR card, which can be spent on a specific type of product, for example, on a prosthesis, wheelchair or hearing aid. At the same time, the citizen chooses the brand and model independently," the department added.

Where and how is the start of the replacement procedure available in 60 days

Alexey Govyrin recalled that in 2026, the "60 days" rule will continue to work, in which you can apply for a replacement of the TCP in advance, 60 calendar days before the end of the period of use of the previously issued product.

— It helps to go through organizational stages without a time gap, especially when it comes to regularly used positions. You can submit an application, track the status and receive notifications about the progress of the provision online," said the State Duma deputy.

According to the Ministry of Labor and Social Protection, if a citizen chooses a certificate, 60 days will be enough to issue such a certificate, reserve funds on it and select the necessary product.

Special attention is paid to the veterans of the SVO: the issuance of electronic certificates for them is carried out proactively — within five working days from the date of receipt of his rehabilitation program from the institution of medical and social expertise. And together with the Defenders of the Fatherland Foundation, a surcharge mechanism has been introduced if a veteran chooses a product more expensive than the face value of an electronic certificate.

What parents of disabled children need to consider when receiving TSR

Alexey Govyrin drew attention to the fact that starting from January 1, 2026, a pilot for the comprehensive rehabilitation of disabled children is underway, which is expanding to 22 regions.

"In these regions, an electronic certificate for comprehensive rehabilitation for children aged 4-17 years, who have been granted the status for the first time, is issued proactively and credited to the bank card of their legal representative," the State Duma deputy shared.

Among the 22 regions are Moscow, Sverdlovsk, Tyumen, Ryazan Regions, Udmurtia, Khanty-Mansi Autonomous Okrug-Yugra, Tatarstan, Khakassia and the Chuvash Republic, Krasnodar Territory, as well as Belgorod, Bryansk, Voronezh, Kirov, Kostroma, Lipetsk, Nizhny Novgorod, Novosibirsk, Omsk, Penza, Tomsk and Yaroslavl regions.

Procedure for adult recipients of technical rehabilitation equipment

One way or another, in 2026, the receipt of technical rehabilitation facilities for adults and children will follow the rules that apply from January 1, 2025, Alexey Govyrin emphasized.

— The main methods are considered to be an electronic certificate and provision in kind through authorized channels. The need is recorded in the IPRA and ITU information, then the application is submitted to the Social Fund through the client service, the IFC, or remotely," he shared.

After consideration, the security format is selected: purchase from the seller using a certificate within the nominal value or receipt through a referral. At the same time, compensation for self-purchase remains only for products purchased before January 1, 2025.
