Devices in Moscow now automatically determine the fact of stopping in places where the car interferes with other road users or pedestrians — there may not be a sign or marking in this case. However, the system is still working in test mode on one site, on the understudy of Marshal Zhukov Avenue. Alexey Ivanov, the owner of the ALLIANCE TRUCKS commercial vehicle dealership network, told Izvestia about this on December 10.

According to him, this is not an arbitrary algorithm: the technology is multi-stage. Artificial intelligence analyzes the video stream and takes pictures with an interval of a minute. If the car costs less, there will be no violation. Then each case is manually checked by a data center employee, excluding forced stops due to breakdowns or traffic jams. And only after that, the materials are transferred to the traffic police for final inspection. The Data center declares: in case of the slightest doubt, the materials are not submitted for consideration. The principle of presumption of innocence works at all stages.

"The concerns of the drivers are understandable, but let's look at the numbers. In 2024, Russia issued more than 236 million fines with cameras in the amount of 149.2 billion rubles. At the same time, there are 3.8 thousand cameras in Moscow that record 66 types of violations. Since January 1, 2025, fines have increased by one and a half times, and the Ministry of Finance expects to receive 52.8 billion rubles instead of the planned 6.4 billion," Ivanov explained.

A quarter goes to the federal budget, the rest goes to the regions. New technology is just a way to put things in order where signs can't be physically placed.

Paragraph 12.4 of the traffic regulations clearly describes where stopping is prohibited: where a car will block traffic lights, signs, or make it impossible for other vehicles to move, it will interfere with pedestrians. The camera captures whether the car is blocking the exit from the parking lot or blocking the pedestrian path. Yes, if visibility is poor in winter or in mud, mistakes are possible, but this is exactly what a double manual check is for. If the system detects an emergency stop due to a pit or a pedestrian passing outside the crossing, the person will see it and the materials will not go further.

The driver will receive a photo with a time and place reference. The picture will show exactly what kind of interference the car created. This is standard practice for all traffic cameras. The decision can be appealed through the website of the Mayor of Moscow or the electronic reception of the government. Statistics show that cameras rarely make mistakes — most of the appeals are not related to technical errors, but to the unwillingness of drivers to admit a violation.

"In the Belgorod region, 715 crimes have been solved in 29 months of operation of such systems, and 2000 cameras are planned to be integrated in the Kursk region. The technology is working, it is becoming more accurate," the specialist noted.

On December 8, Vladislav Zazykin, a representative of the Gosuslugi Avto project, announced that the Ministry of Finance, together with the National Insurance Information System (NSIS), was preparing to launch informing drivers about the absence of a CTP policy.
