In 2026, Russia is expected to make targeted adjustments to labor legislation. Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, told Izvestia what changes are planned in the Labor Code and how they may affect employees.

According to her, large—scale reforms should not be expected, since the current Labor Code is the result of an agreement between all parties to the social partnership - employees, employers and the state. The document suits the participants in the process to the extent that a compromise system for regulating labor relations can suit them at all.

"We should not expect any significant changes, because today we have, let's call it that, a consensus Labor Code. We understand that it is difficult to say that everyone likes the labor legislation. But since all three sides mostly like and dislike him at the same time, they shouldn't like him, in principle," Bessarab noted.

At the same time, the MP stressed that some amendments will still be made and they relate to the expansion of labor guarantees for participants in a special military operation. According to her, additional measures have already been proposed aimed at prioritizing the preservation of jobs for returned military personnel.

"My colleagues and I have submitted additional proposals for the priority retention of participants in a special military operation. We have passed 148 laws during this period in favor of the participants and their family members. But an analysis of practice shows that the guarantees mostly concerned family members. Today it is very important to provide maximum guarantees to the children themselves, who will return and adapt to a peaceful life," the parliamentarian explained.

She added that the key objective of the upcoming amendments is to facilitate the social and professional adaptation of returning soldiers, ensure their stability in the labor market and protect them from possible risks of dismissal.
