Avtodor spoke about the fight against non-paying drivers

The state-owned Avtodor company, together with the State Traffic Inspectorate, has conducted about 150 raids since the beginning of 2025 to identify drivers who avoid paying for toll roads. This was stated by the head of Avtodor Vyacheslav Petushenko, Kommersant reports on December 8. More than 400 resolutions providing for the deprivation of a driver's license have been issued.

According to him, if a year ago there were 3-4% of drivers on Avtodor's roads who drive like hares, now there are half as many. One of the decisive factors was the changes to the Administrative Code, which toughened the punishment for concealing license plates (entered into force on October 14, 2024).

"What we are doing together with the traffic police is already working. Personally, I regularly travel along the M-12. And if earlier I definitely saw several cars without license plates or with hidden numbers on the highway, then recently I drove 300 km in one direction and noticed only one such car. I drove back — not a single one," Petushenko said.

He said that drivers use a variety of tricks to avoid paying. Motorists hang, seal, or turn over license plates, as well as use fake signs. To search for violators, a system is used that collects and processes photos of all cars that have ever traveled Avtodor roads using a neural network. If the vehicle has passed at least once with a readable number, then even by small signs it is possible to identify a specific car, Petushenko pointed out.

In 2024, Avtodor sent 408,000 claims to drivers through bailiffs about the need to pay for travel on the roads, and since the beginning of 2025 - 413,000. Since 2021, the amount of fines collected for non-payment of toll roads has amounted to 4.8 billion rubles.
