The expert spoke about fines for New Year's decor for citizens and businesses
Decorating objects for the New Year can lead to administrative fines if the norms of landscaping, fire safety and rules for the maintenance of common property in apartment buildings are violated. This was announced to Izvestia on December 5 by Matvey Eliseev, a lawyer at Pravo-City law company.
According to him, the facades, roofs, front and house territories of apartment buildings belong to the common property of the owners, and therefore any changes in appearance require a decision of the general meeting. Unauthorized placement of garlands, figures or banners on the facade can be qualified as a violation of the rules of landscaping, and in the presence of elements similar to advertising, as an illegal installation of an advertising structure.
Yeliseyev notes that owners of private homes have more freedom, but they must comply with fire safety requirements, ensure that decorations do not block evacuation routes and do not go beyond the boundaries of the site. In addition, neighbors' complaints about excessive light or noise load may be the basis for an inspection. Municipal landscaping rules apply to stores.: decorations must meet the established requirements, not obstruct the movement of pedestrians and not interfere with drivers, and the elements placed on the facade often require approval from the administration.
