On December 5, Vladimir Koshelev, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, proposed adding an article on mental violence to the Russian Criminal Code and recognizing it as an aggravating circumstance.
"It is necessary to supplement the Criminal Code with such an article on mental violence and recognize it as an aggravating circumstance," he expressed the opinion of TASS.
Koshelev noted that in Russian criminal law, mental violence does not yet have a separate article, but it is considered as part of other crimes committed in different ways. He attributed such actions to threats, blackmail, mental coercion, insults, abuse, humiliation and other effects that harm a person's mental state or freedom.
The deputy proposed to amend the Criminal Code of the Russian Federation to create a separate article on mental violence and make it an aggravating circumstance. Koshelev stressed the need to expand the interpretation of the concept of "mental violence", since the existing legislation does not take into account cases when mental violence occurs during transactions, for example, when fraudsters deceive a seller of secondary housing.
LDPR deputies, led by party leader Leonid Slutsky, have prepared a bill that will be submitted to the State Duma on December 2, providing for administrative fines of up to 500,000 rubles for harassment and cyberbullying. It clarifies that it provides for the introduction of an article in the Code of Administrative Offenses (Code of Administrative Offenses of the Russian Federation) that will punish regular insults and humiliations of citizens, including cases on the Internet and the media.
