Russia continues to introduce a digital passport, a new way to verify identity in the form of a QR code available on Public Services. According to Makka Saligova, a lawyer at the Moscow Region Bar Association, a digital identifier will become a voluntary alternative to a paper document, but it can only be used in strictly defined cases.

According to the expert, the digital passport contains the basic data of a citizen — full name, date of birth, passport details, INN, SNILS, registration and biometrics. At the same time, the information is not stored on the smartphone in clear form.

"A QR code is a dynamically generated key for securely requesting data. It displays only the information that is needed in a specific situation," Saligova stressed.

The lawyer recalled that citizens over the age of 14 who are registered in the ESIA and have data in the Unified Biometric System will be able to use a digital passport.

From December 29, 2025, the electronic document will be accepted by banks and insurance companies for repeat visits, as well as by the MFC for a number of services. Previously, a QR passport has already been used in cinemas, museums, office centers and at the post office.

At the same time, a paper document remains mandatory for the initial opening of bank accounts, notarial actions, real estate transactions, obtaining a passport, employment and judicial procedures.
