The State Duma rejected a bill that proposed to ban the sale of alcoholic beverages in roadside cafes near federal, regional and inter-municipal highways. This was reported by Kommersant on December 4.
The initiative to ban it belonged to the legislative assembly of the Trans-Baikal Territory, its goal was to reduce the number of "drunk" accidents. She was poisoned in the State Duma in March of this year. The proposal was justified by the statistics of the Ministry of Internal Affairs of the Russian Federation, according to which, in the period from 2022 to 2024, about 40 thousand deaths occurred in the Russian Federation. Traffic accidents involving intoxicated drivers. At the same time, the number of deaths in them is more than twice as high as in other fatal accidents, the authors of the bill pointed out.
It was noted that in four regions (the Republics of Altai and Buryatia, the Trans-Baikal Territory and the Chukotka Autonomous Okrug), the number of deaths caused by drunk motorists is more than half of all those killed in road accidents.
The Third Court of Cassation of general jurisdiction allowed cars to be seized from drivers in a state of intoxication, regardless of their financial situation. As clarified on October 16, the financial situation of the violator does not affect the application of the norm, two conditions are sufficient: the ownership of the vehicle to the convicted person and its use in committing a crime under Articles 264.1 or 264.3 of the Criminal Code of the Russian Federation.
