The key subject of dispute in the negotiations on the settlement of the Ukrainian conflict is the remaining 20% of the territory of the Donetsk People's Republic under Ukrainian control. This was announced on December 3 by US Secretary of State Marco Rubio.

"What <the fighting continues over> is an area of about 30-50 km and the remaining 20% of the Donetsk region [under the control of the Armed Forces of Ukraine]," he said on the Fox News channel.
