Anna Khobotova, the head of a private rehabilitation center for teenagers in Dedovsk near Moscow, was banned from carrying out such activities by a court decision. Human rights activist and lawyer Teimuraz Gureshidze told Izvestia about this on November 26.
He found out about the rehab of the entrepreneur back in 2022 — at that time the institution was located in Balashikha. The parents of the students who escaped from the center turned to Gureshidze for legal assistance. The human rights defender sent an appeal to the Investigative Committee (IC) of Russia and secured the initiation of a criminal case.
"Some of the escapees said that children in rehab were allegedly physically abused and starved," he said.
It later turned out that Khobotova did not have the authority to treat addicts — she did not have a medical license. In addition, according to Gureshidze, the court forbade her to use words describing rehabilitation services in advertising, but all this did not prevent the opening of the center in Balashikha.
The high-profile case was picked up by the media, and after the release of a report about the clinic on one of the federal channels, Khobotova filed a lawsuit to protect honor, dignity and business reputation. The businesswoman stated that the information disseminated by social activists and journalists had discredited her center and negatively affected her treatment methods. Gureshidze himself was among the defendants.
"And now the year 2025 has come, it has been discovered that a rehabilitation center is operating in Dedovsk, and minors have suffered again. <...> The question arises: what is the method in this center, the reputation of which Anna Khobotova cares so much about? And I remember the famous phrase: "impunity breeds permissiveness," the human rights activist emphasized.
On November 25, a criminal case was opened in the Moscow suburb of Istra due to the torture and detention of 24 teenagers with various addictions in an illegal rehabilitation center. According to the investigation, psychologists were supposed to work with minors, but teenagers were beaten and tortured.
On the same day, Svetlana, the mother of Roman, a teenager who was admitted to the intensive care unit, said that teenagers at the Dedovsk rehabilitation center had been tortured, but at that time the parents thought that their children were studying with professional psychologists at the "elite center."
Later, on November 26, it became known that the court had placed under house arrest until January 22, 2026, an 18-year-old girl who participated in the beating of teenagers in a rehabilitation center.
