Strong increase: tariffs for housing and communal services will double in 2026

Increasing the cost of housing and communal services in Moscow and the regions
On November 25, the government of the Russian Federation set maximum values for the indexation of tariffs for housing and communal services for 2026. On January 1, the increase will be the same for all regions of the country and will amount to 1.7%. On October 1, the fee increase will vary depending on each region. Because of this, prices in one region will increase, for example, by 8%, and in another — by 15%.
The largest increase in the cost of housing and communal services on October 1, 2026 will occur in the Stavropol Territory. The maximum values of tariff indexation there are set at 22%, it follows from the document. The Republic of Dagestan is in second place (19.7%).
In Moscow, the indicator was approved at the level of 15%, as it was on July 1, 2025, and in St. Petersburg - 14.6%.
The lowest price increase will affect the Republic of Khakassia and the Chukotka Autonomous Region — 8%.
In addition, in addition to the maximum values of tariff indexation, the Government of the Russian Federation has set maximum permissible deviations. This means that local authorities can further increase tariffs from the established limits. In this regard, the increase in the cost of housing and communal services may be higher.

This is due to the fact that the date corresponds to the indexation schedule, which provides for a forecast of the socio-economic development of the Russian Federation for 2026 and for the planned period of 2027 and 2028.
Why is the cost of housing and communal services raised in Russia every year?
As previously told to Izvestia in the Ministry of Construction, the regular indexation of utility tariffs is associated with the modernization of the housing and communal services infrastructure.
"The planned and reasonably justified indexation of tariffs for water supply, sanitation and heat supply is dictated by the need for timely financing of operational activities for the uninterrupted provision of public services and is aimed, among other things, at developing urban infrastructure, taking into account the costs of repairing and modernizing communal infrastructure," the ministry said.
Another factor in the increase in the cost of housing and communal services is the increase in prices for energy resources and contractor services, imported components and equipment. This was stated by State Duma deputy, First Deputy Chairman of the State Duma Committee on Construction and Housing Roman Lyabikhov.
Who is monitoring the increase in the cost of housing and communal services
The Federal Antimonopoly Service (FAS) checks the formation of tariffs. If violations are detected, the agency issues an order to the regional tariff authority to exclude unreasonable costs.
In case of violations in the calculation of housing and communal services, citizens can also independently apply to the state housing Inspectorate.

The last time the cost of utilities was increased was on July 1 of this year. At that time, the average growth was 11.9%.
The largest indexation rate was established in the Perm Region (21.1%). The lowest is in the Amur region (8.6%). In Moscow and St. Petersburg, these figures were set at 15% and 14.6%, respectively.
