Tax control over companies using illegal schemes in Russia will only increase. This forecast was shared with Izvestia on November 26 by Associate Professor of the Financial University under the Government of the Russian Federation, Candidate of Economic Sciences Tatiana Selyutina.

According to the Federal Tax Service (FTS), tax surcharges to businesses and citizens have increased almost one and a half times — in the first nine months of 2025 they reached 443 billion rubles, which was the highest value since 2022. This amount includes debts on fees, as well as fines and penalties that were brought as a result of inspections.

The economist noted that such processes are logical — they were influenced by the growth of taxpayers' performance indicators, the reasons related to the budget factor, as well as the development of technologies that have expanded the possibilities for detecting tax violations and shadow schemes. At the same time, the expert clarified that the emphasis on strengthening control over sole proprietors and the self-employed is not so significant.

"This is equally relevant to the suppression of business fragmentation schemes: tax control of several interconnected sole proprietors is not about strengthening tax control over them, but about removing a specific tax beneficiary from the shadow," Selyutina emphasized.

She added that this year the control work statistics were also influenced by the results of the fight against business fragmentation and shadow salaries.

"The main focus of tax claims is still obtaining unjustified tax benefits for VAT and income tax," the economist concluded.

In Russia, it has been proposed to consolidate in legislation the responsibility of employers for creating conditions that force employees to leave "of their own volition." The initiative was sent on November 18 from the Institute for the Study of Modern Politics to Anton Kotyakov, Minister of Labor and Social Protection of the Russian Federation. It clarifies that the existing norms of the Labor Code of the Russian Federation do not provide sufficient protection for employees facing pressure from management.
