With the assistance of the Moscow Foundation for the Support of Industry and Entrepreneurship (IFPPiP), the Velpharm-M plant has attracted a preferential investment loan to create a production of ready-made medicines. This was announced by Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry.
Support for the creation of new high—tech industries in the city is one of the key objectives of the Moscow industrial development strategy until 2030, approved by Moscow Mayor Sergei Sobyanin, Liksutov recalled. He noted that as part of the strategy, "the city strives to maintain a high share of private investment in the industrial sector."
"Thanks to the assistance of the Moscow Fund for Support of Industry and Entrepreneurship, the resident of the Technopolis Moscow special economic zone, Velpharm—M, has attracted an investment loan of 10 billion rubles at a preferential interest rate for the construction of a scientific and production complex," Liksutov said. According to him, oncological, cytostatic, hormonal and orphan drugs will be produced there.
Velpharm Group and IFPPiP have signed a cooperation agreement on the sidelines of SPIEF 2025. The new enterprise will be built at the Alabushevo site. Sberbank provided the investor with credit funds for the implementation of the project.
"The total area of the new pharmaceutical production facility will be about 33.8 thousand square meters. Thanks to the support of the city, the company will purchase 1,700 units of large equipment and create an additional thousand new jobs," said Anatoly Garbuzov, Minister of the Moscow Government and Head of the Investment and Industrial Policy Department.
In 2025, the maximum amount of a preferential investment loan in Moscow was increased from 3 to 5 billion rubles, and the term was increased from three to five years. Since 2022, Moscow enterprises have attracted more than 280 billion rubles of such loans.
