The State Duma has approved a new law aimed at eliminating systemic legal uncertainty in the registration of indigenous small-numbered peoples leading a nomadic or semi-nomadic lifestyle. Nikolai Kharitonov, chairman of the State Duma Committee for the Development of the Far East and the Arctic, told Izvestia on November 25.
"The current legislation does not determine which federal body is authorized to approve the procedure for issuing a document confirming the traditional way of life. Because of this, diverse practices have developed in the regions: municipalities are forced to independently develop procedures that are often contradictory. As a result, citizens face refusals to register at their place of residence," Kharitonov concluded.
According to him, the lack of registration seriously restricts the rights of nomadic peoples: without it, it is impossible to receive medical care, social benefits, government services, loans, issue weapons, get a job or register at an employment center.
There are 47 indigenous small—numbered peoples living in Russia with a total number of about 280 thousand people (nomads are about 50 thousand of them) — for them, registration is a key tool for implementing social guarantees and participating in the legal system of the state.
According to Kharitonov, for the effectiveness of innovations, it is important that the government takes into account the views of representatives of indigenous peoples and the specifics of remote regions when developing bylaws. If successfully implemented, the initiative will ensure a unified federal procedure for confirming the nomadic lifestyle, simplify the registration process and guarantee access to basic social services, he said.
As it became known, the State Duma approved a law giving the government of the Russian Federation the right to appoint a federal executive body that will develop rules for the registration of citizens leading a nomadic lifestyle.
