On November 22, the US President's Special Envoy for Ukraine, Keith Kellogg, commented on the statement by Ukrainian President Vladimir Zelensky and Ukraine's representative to the United Nations Security Council (UNSC) on Fox News.

"I think it's posturing. I think they need to do this for their people, but I think the details of the program and plan need to be worked out in order to get a clearer understanding of what already exists. I heard what Zelensky said on Friday when he addressed the nation. It's part of their posturing. I understand that," Kellogg said.

The Special Envoy stressed that the conflict must be stopped, and the Ukrainian government will have to make some difficult decisions, otherwise they will face "catastrophic losses."

On November 22, Kellogg said that Zelensky might visit the United States to negotiate a plan proposed by Washington to resolve the Ukrainian conflict. He believes that the American government is on the verge of resolving the conflict in Ukraine.

Sky News reported earlier in the day that the heads of Germany, Italy and France — Friedrich Merz, George Meloni and Emmanuel Macron, respectively — may pay a visit to the United States to discuss US President Donald Trump's plan for a settlement in Ukraine. It was clarified that all European politicians, after the plan was announced by the White House, are trying to behave "very carefully", refraining from sharply criticizing it, so as not to aggravate the already "delicate situation."

Kremlin spokesman Dmitry Peskov said on November 21 that Zelensky's decision-making space was shrinking. According to him, the rejection of a peaceful settlement of the Ukrainian crisis and the continuation of a special military operation (SVO) is "senseless and dangerous" for Ukraine. He also noted that Russia remains open to peace negotiations.
