The authorities of the Khanty-Mansiysk Autonomous Okrug (Khanty-Mansiysk Autonomous Okrug) are expanding the list of areas in which it will be impossible to hire migrants under labor patents. This was announced on November 21 by the governor of the region Ruslan Kukharuk.
"In order to protect the Ugra labor market, we have added five more types of economic activity, for which employers are prohibited from attracting foreign citizens who work on the basis of patents," he said at a press conference in Surgut.
According to Kuharuk, the project documentation on the issue of expanding the list of areas is already ready. Five more fields of activity will be added to the list, which includes 22 fields of activity, starting from January 1, 2026.
It is noted that the ban now applies to the following areas in the region: healthcare, energy, water purification and distribution, household services and care, provision of financial services. These will include courier work, as well as traditional crafts such as harvesting wild plants and fishing.
Along with this, the Khanty-Mansi Autonomous Okrug will increase the cost of an advance payment for the issuance of patents for foreigners by 30%. Currently, the amount of payments is 11,097 rubles per month, the governor added.
Earlier, on October 13, the Federal Bailiff Service (FSSP) expelled about 35,000 foreign citizens from Russia who violated migration laws in 2025. It was noted that according to the Ministry of Internal Affairs, on September 1, 770 thousand migrants were listed in the register of controlled persons, one third of whom are women and children. The register includes persons who did not have the necessary documents to obtain migration status or citizenship, registration at their place of residence was not completed, the deadlines for mandatory procedures such as annual medical examination, fingerprinting and photographing were violated, and the patent, work permit or employment contract were not extended.
Shortly before that, Russian President Vladimir Putin said that Russia was interested in foreign labor, but it should be law-abiding citizens. The Russian leader noted that there are many problems in the field of migration, and the citizens of the Russian Federation themselves point this out. In addition, he stressed that migrants must comply with the law and the rules of Russia.
