The introduction of a technological fee from September 1, 2026 will be a noticeable but controlled change in the regulation of the market for products with an electronic component base. The increase in cost for producers and final prices for consumers will be minimal, as the government plans to flexibly create a list of goods subject to the new requirement. This was announced on November 21 by Arthur Leer, Vice-president of the Association of Exporters and Importers, managing partner of Lex Alliance Law Firm.
According to him, the final list of goods will be formed taking into account a number of parameters, which will prevent excessive pressure on the market. He noted that pricing in the industry depends on the current market conditions and demand, so a significant increase in the cost of both imported and domestic electronics should not be expected. Possible changes will be moderate and will fit into the general inflationary background.
"The introduction of the fee will also not be noticeable for consumers. If the cost of certain types of products increases, this increase will be integrated into the general inflationary corridor. By the time the law comes into force, production chains will already have time to adapt to the new conditions, so the market will accept the changes calmly and within acceptable limits. The fact that even imported electronic components are widely used in domestic production will also not lead to significant fluctuations in final prices," the expert said.
Leer stressed that the technology collection is designed to perform an important stimulating function — to accelerate the development of the domestic electronic component base. Against the background of a reduction in the key interest rate and the growing attention of the state to high-tech sectors, this may become an additional impetus for the emergence of new manufacturers, expansion of capacities and the formation of new niches. The government is building a combined approach, combining regulation with development tools, which increases the chances of success of the initiative.
"Concerns about a decrease in imports or a shortage of electronics are unfounded. The industry has been provided with a wide time corridor before the start of the collection, which will allow companies to restructure their production processes and logistics in advance. This reduces any risks of supply disruptions and ensures smooth market adaptation. Given the current flexibility of supply chains and the possibility of rapid revision of production strategies, a shortage or a significant reduction in imports is unlikely," concluded Leer.
On November 20, the State Duma adopted a law on the introduction of a technological fee for the import and manufacture of products with an electronic component base from September 1, 2026. The fee will be paid by a legal entity and sole proprietor upon import or release of an electronic component database and industrial products from an ECB. The government will approve the lists of such products, and the funds will go to the federal budget.
