The expert spoke about the calculation of sick leave in 2026
Igor Balynin, Associate Professor at the Financial University under the Government of the Russian Federation, told how sick leave will be calculated in 2026.
In conversation with aif.ru On Tuesday, November 18, the specialist noted that starting in 2026, the procedure for calculating temporary disability benefits will change in Russia. The main innovation will be the use of data on citizens' incomes for 2024-2025. As the economist explained, when assigning benefits in 2026, the accounting department will take as a basis the employee's earnings for the previous two calendar years.
The average daily earnings will be calculated according to the standard formula: the total amount of income for two years (not exceeding the established limits) is divided by 730 days. For 2024, the maximum value of the base is 2.225 million rubles, for 2025 — 2.759 million rubles.
The expert also clarified that the result is compared with the minimum amount of average daily earnings, which is calculated based on the minimum wage.
The key factor remains the employee's insurance record. The percentage of payments from average earnings depends on it.: 60% — with experience of less than five years, 80% — from five to eight years, and 100% — with experience of eight years or more.
The first three days of disability are paid for at the expense of the employer, the following days — by the Social Fund of Russia. All accrued benefit amounts are subject to personal income tax in the amount of 13%.

In October, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, told in an interview with Pravda.Ru that self-employed Russians will be able to voluntarily make contributions in order to receive temporary disability benefits.
