The holiday received its official status thanks to the order of the Ministry of Internal Affairs of Russia No. 868 dated September 6, 2002, but its history goes back to the beginning of the 20th century.
Precinct Officer's Day — the history of the holiday
The starting point of the modern holiday is November 17, 1923. It was on this day that the People's Commissariat of Internal Affairs of the RSFSR approved the "Instructions to the district supervisor", which officially consolidated this key position in the system of law enforcement agencies of the Soviet state.
However, the profession itself has deeper historical roots. Back in the Russian Empire, there were neighborhood supervisors — city police officers who were responsible for order in their neighborhood (district). Their duties included knowing the face of all residents, promptly suppressing offenses and assisting the detective police.
After the revolution of 1917, the institute of police officers was abolished, but the need for local law enforcement officers remained. In 1930, the unpleasant word "supervisor" disappeared and district police inspectors appeared, who became the prototypes of modern district police officers. Many of them have left a good memory of themselves not only among the people, but also in detective novels and cinema.

Vasily Petushkov, the district inspector of the Tushinsky district of Moscow, is a vivid example of selfless service. In 1962, at the cost of his own life, he saved his family from an armed criminal and was posthumously awarded the Order of the Red Star. A street in the capital is named after him.
Penza preserves the memory of Grigory Shelkov, a police captain who became famous during the war years, becoming a legend of the city. He served as the prototype for the country's first monument to a district policeman, which was erected in his hometown.
Dmitry Tereshchuk, a district policeman from the village of Nevonka in the Krasnoyarsk Territory, has become famous these days. Over the years of his service, he became the most popular among the residents and was awarded the title of people's precinct officer. Locals and colleagues nicknamed him Prokopich.
The image of the police officer has firmly entered the national cinema. In the 1970s, actor Mikhail Zharov created his reference image in the person of Fyodor Aniskin, the prototype of which was the legendary Soviet policeman Alexander Shinkevich, whose memorial was recently opened in the Tomsk region.
Today, the images of district police officers, played by Sergei Bondar in the TV series "Streets of Broken Lanterns", as well as Alexander Petrov in the comedy series "Policeman from Rublevka", have won great love among the people. Traditions of the District Policeman's Day in Russia
