Russia's practical proposals regarding the exchange of detainees were thwarted by the Kiev regime. This was announced on November 14 by the official representative of the Russian Foreign Ministry, Maria Zakharova.
The diplomat noted that the Kiev authorities have fulfilled less than 30% of all agreements.
