The experiment on the introduction of temporary disability benefits for the self-employed is still only at the draft law stage and has no legal effect. Stepan Uglov, a lawyer at Pravo-City, told Izvestia about this on November 13, reminding that the document had passed only the first reading in the State Duma and had to go through two more parliamentary stages, receive the approval of the Federation Council and the signature of the president.

According to the expert, the project involves the launch of a pilot mode from January 1, 2026 to December 31, 2028. Its essence is to give the self-employed the opportunity to make payments for temporary disability at the expense of voluntary insurance contributions. An application for participation can be submitted through the self-employed's personal account or the Gosuslugi portal, and the Pension and Social Insurance Fund will take over the transfer of benefits.

Uglov clarified that participants will be offered two insurance amounts — 35 thousand or 50 thousand rubles, on which the monthly contribution will depend. It will amount to about 1,350 rubles in the first case and about 1,900 rubles in the second. At the same time, a discount system is provided for those who make payments without interruptions: after one and a half years — 10%, after two years — 30%.

The self-employed will be able to receive the right to payments six months after the start of payment of contributions. If the insured event occurs between 6 and 11 months, the payment will amount to 70% of the selected insurance amount. After a year of continuous payments, the self-employed will be able to count on 100% of the amount, the lawyer explained.

Russian Prime Minister Mikhail Mishustin announced on October 9 that self-employed citizens will be able to apply for paid sick leave starting next year. He stressed that the decision will remain with the citizens. If they accept it, they will be able to receive benefits in case of illness or injury.
