In Moscow, the supply of apartments on the primary market has decreased

The volume of supply in the primary market of the mass segment of Moscow decreased by 4% in October, and the weighted average price per square meter was 387,450 rubles (+4% per month, +17% per year). This was reported to Izvestia on November 11 by analysts of the Metrium company, who conducted a study of the real estate market.

In total, according to the study, in October, 12.2 thousand lots (-4% per month, -42% per year) were exhibited in 78 projects in the new—build market of the mass segment, where 11 thousand were apartments (-3% per month, -41% per year) and 1.2 thousand apartments (-6% per month, -48% per year). At the same time, not a single mass segment project has been launched in the capital during this period.

According to analysts, the weighted average price per square meter of apartments and apartments in October 2025 was 387.45 thousand rubles (+4% per month, +17% per year). The weighted average price of apartments is 394.3 thousand rubles per square meter (+4% per month, +18% per year), apartments – 315.5 thousand rubles per square meter (+2% per month, +12% per year).

The share of mortgage loan transactions in October was 77% (+1 percentage point per month). The average market mortgage rate decreased by 0.9 percentage points over the month and amounted to 21.2%.

"Despite the gradual easing of the Central Bank's monetary policy, market mortgage rates still remain prohibitive. However, clients have the opportunity to take advantage of flexible installments before housing is put into operation, which are still offered in many development projects. In addition, family mortgages are popular in the market of mass new buildings, the limits of which allow us to count on the purchase of spacious apartments in new comfort-class buildings. Many clients with children tend to have time to apply for a loan before the end of the year, as in 2026 a limit will be set — no more than one subsidized loan per family. It is advisable to delay the purchase only for large families, as the authorities intend to introduce reduced rates for them starting next year. But there are relatively few such families in the Russian Federation now — about 10%," explained the founder of SIS Development (developer of the comfort—class residential complex "First Ryazansky") to Izvestia Yaroslav Gutnov.

According to analysts, in October, the maximum number of transactions was registered in the Eastern Administrative District (19%, -2 percentage points per month), the second largest number of transactions is in the Southeastern Administrative District (17%, +1 percentage point), the third position is occupied by the Southern Administrative District (Southern Administrative District) (16%, +1 percentage point).

"In October 2025, demand for comfort-class complexes under construction in "old" Moscow increased by 8%. The main reason is the gradual transfer of funds from bank deposits to real estate, which is indirectly evidenced by a decrease in the volume of deposits and the proportion of their prolongation. An additional incentive for clients was the news about the planned changes in the family mortgage program. The impact of these factors is expected to persist in November and December. In addition, New Year's promotions and discounts from developers will traditionally fuel demand at the end of the year. However, in the near term, the total number of transactions is likely to decrease due to the continuing downward trend in the supply of 12.2 thousand lots (-4% per month, -42% per year), and, consequently, limited choice for buyers. But I am sure that it is mass housing that will continue to be the most in demand in the new building market," Ruslan Syrtsov, director of the Metrium company, explained to Izvestia.
