The Labor Code (TC) has requirements for salary indexation, but it does not specify what percentage it should be carried out. Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, told about this on Monday, November 10, commenting on possible changes in this part of the legislation.

Bessarab believes that such issues should be treated with great caution in order to prevent an acceleration of inflation.
"In my opinion, the wage system that exists today is quite balanced, taking into account the fact that our economy is a market economy, not a planned one. How the market will change in terms of wages is a matter for the market, not the legislators," the deputy said in an interview with Lenta.Ru .
She added that the measure that is currently prescribed in the code fully regulates the situation with inflation.
In turn, Alexander Yuzhalin, director of the Department of Labor Law Practice at SuperJob, told NSN that if employers are required to index salaries once a year, employees may lose bonuses and other allowances.
On October 22, State Duma deputies adopted in the first reading a bill on raising the minimum wage, IA Regnum reports.
According to the document, starting from January 1, 2026, the minimum wage will be indexed by 20.7% and will amount to 27,093 rubles, RT reports.
On October 15, the State Duma Committee on Labor and Social Policy advised the chamber to adopt in the first reading a bill on the establishment of a minimum wage. It was specified that the new minimum wage would be 48% of the median salary for the previous year. According to Rosstat, the median salary for 2024 is 56,443 rubles.
