Government work is a situation where an employee outwardly demonstrates active activity, but in fact does not perform significant tasks. Unlike burnout, this behavior more often becomes a conscious strategy for survival in adverse working conditions. This was announced on November 10 by Elena Baeva, head of the SDEK Personnel Training and Development Service.

"This is not laziness or procrastination, but a defensive reaction to circumstances. A person is physically present at work, but is internally disconnected from the process, performing tasks by inertia," the expert explained in an interview with Gazeta.Ru».

According to Bayeva, one of the key reasons for state-owned enterprises is micromanagement — excessive control by management, which forces employees to create an appearance of activity in order to avoid pressure. The problem is especially common in a corporate environment and in remote work, where control is enhanced by activity tracking systems, for example, through cursor or time monitoring in programs.

Initially, such measures may provide a short-term increase in efficiency, but in the long run they lead to burnout and the departure of qualified specialists. Professionals with a high level of responsibility are particularly susceptible to this — imitation of activity often becomes a sign of emotional exhaustion.

The lack of recognition is also a serious factor. When an employee does not understand the value of their work and does not feel connected to the overall goals of the company, they lose motivation. In such a situation, state-building turns into a form of quiet protest.

"No one wants to come to work just to waste eight hours. If this happens, it means that a person needs support and the opportunity to return meaning to their activities," said Bayeva.

You can recognize the state of government by a number of signs: feeling tired without real results, loss of interest in tasks, and a desire to avoid new projects.

To return to productive work, the expert advises recognizing the problem and understanding its causes. Requesting feedback from colleagues, realizing your own achievements, and planning with a focus on the key results of the day can help. Baeva recommends that managers not strengthen control, but maintain trust and openness in the team.

"It is important to control not the process, but the result, to discuss not only tasks, but also motivation, condition, goals. This helps to notice burnout in time and restore employees' sense of importance," the specialist emphasized.
