Russians were warned about possible fines for keeping pigs in an apartment

Russians can keep chickens, pigs or goats in an apartment, but if the animals cause inconvenience to neighbors, the breeder may face a fine of up to 15,000 rubles. This was announced on November 5 by retired Lieutenant Colonel of the internal Service Elena Brown.

"As such, there is no direct ban on their living in apartments, but keeping agricultural animals in an apartment building almost always leads to violations of the rights and legitimate interests of neighbors or other tenants in the apartment," RIA Novosti quoted her as saying.

According to the lawyer, neighbors may be disturbed by noise that may violate the law on silence, unpleasant odors coming from the apartment and spreading to common areas, thereby violating sanitary and epidemiological standards.

Brown recalled the penalties for such violations. However, they may be held liable under other articles.

"For non-compliance with the general requirements for animal husbandry (Article 8.52 of the Administrative Code of the Russian Federation), the fine for citizens ranges from 1.5 thousand rubles to 3 thousand rubles. If the ill—treatment is proven, the fine can reach 15 thousand rubles," she said.

If an animal has caused damage to the property or health of neighbors, the owner is obliged to compensate for the damage, the specialist said. In addition, neighbors have the right to go to court to prohibit keeping farm animals in the apartment.

On October 30, the government of the Krasnoyarsk Territory adopted a resolution according to which additional requirements for the maintenance of pets will begin to apply in the region from March 1, 2026. So, it will be possible to walk pets in public places only on a leash. It will be forbidden to keep animals on balconies and in vehicles, as well as to let them go on a walk and visit rooms at the entrance to which there is information about restrictions on visiting them with pets.
