The State Duma proposed checking the health status of home sellers
In Russia, it is necessary to check the health and legal capacity of the seller of housing. This initiative was made by Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs. The corresponding appeal was sent to the Prosecutor General of Russia Alexander Gutsan and Deputy Chairman of the government Dmitry Grigorenko. This was announced on October 28 by the press service of the deputy.
Nilov said that such a measure would protect the rights of buyers, citing as an example their stories about the loss of purchased housing due to challenging the transaction, when the court refers to art. 177 of the Civil Code of the Russian Federation "Invalidity of a transaction made by a citizen who is unable to understand the meaning of his actions."
"We need mandatory checks by the Federal Register on the seller's health and legal capacity, or other measures that will allow the buyer to be sure that his property rights are protected after registering the object," the deputy said.
On September 4, Deputy head of Rosreestr Tatiana Gromova reported that in recent years in Russia the terms of registration and registration of real estate objects have significantly decreased. She stated that, on average, registration and registration of objects take a day and a half.
