The signing ceremony of the United Nations Convention against Cybercrime, a document developed at the initiative of Russia, took place in Hanoi. It symbolizes the unification of the efforts of the world community in combating the threats of the digital age and is designed to strengthen international cooperation in the field of cybersecurity.

The Russian delegation was headed by Prosecutor General of the Russian Federation Alexander Gutsan. It includes representatives of government authorities and the business community of the Russian Federation.

In the welcoming address of the President of the Russian Federation Vladimir Putin to the participants of the ceremony, it was noted that the signing of the UN Convention against Cybercrime was a historic event. The document, developed at the initiative of Russia, symbolizes the unification of the efforts of the world community in combating the threats of the digital age and is designed to strengthen international cooperation in the field of cybersecurity. The President stressed Russia's readiness for further cooperation in this area.

"Russia actively promotes the principles of secure digital development and the exchange of experience at the global level. We see a high interest in Russian solutions from international partners: an important historical event was the signing of the document by the Prosecutor General of the Russian Federation Alexander Gutan – the UN Convention against Cybercrime. I would also like to mention separately the agreement between the Roscongress Foundation and the National Cybersecurity Association of Vietnam, which is a significant step towards developing bilateral cooperation and implementing joint initiatives," said Anton Kobyakov, Adviser to the President of the Russian Federation.

For the first time, the national stand of the Russian Federation, organized by the Roscongress Foundation, was presented at an international event of this level.

The Russian Federation's stand was visited by Prosecutor General of the Russian Federation Alexander Gutsan and Deputy Prime Minister of the Socialist Republic of Vietnam Bui Thanh Son, as well as representatives of government agencies and international organizations.

Within the framework of the ceremony, more than 10 thematic sessions and round tables were held on issues of international cooperation in the field of cybersecurity. The program also included a round table on "Capacity building and technical assistance", held under the auspices of the Russian Federation. The session was devoted to the implementation of the provisions of Chapter VII of the UN Convention against Cybercrime. The main topics of discussion were technical assistance, exchange of experience and training in the field of cybersecurity. The participants paid special attention to the development of international cooperation and the strengthening of national strategies to counter cybercrime.

Artur Lukmanov, Special Representative of the President of the Russian Federation for International Cooperation in the field of information security, noted: "The Roscongress Foundation is making efforts to familiarize participants at high-level events in Hanoi with the capabilities and latest achievements of Russian information and communication technology developers and their contribution to strengthening international cooperation in combating information crime."
