Machine potential: businesses will be able to request the necessary data for AI training
They plan to launch a function on the federal open data platform that allows companies to request information necessary for the development and training of artificial intelligence, said Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the Government of the Russian Federation. Businesses will be able to submit applications explaining why they need this data set. Izvestia investigated whether the emergence of such a platform could accelerate the development of domestic artificial intelligence technologies, as well as whether the portal could become the basis for the international exchange of open data in the future.
Government plans
Artificial intelligence is one of the most significant and rapidly developing technologies in the modern digital world, Dmitry Grigorenko's office told Izvestia. It is actively used by commercial companies and government authorities. Today, the results of AI integration are already tangible at the regional level and nationwide.
Further improvement of this area largely depends on close cooperation between government agencies and business representatives involved in the creation and implementation of intelligent solutions.
— Successful training of AI models is impossible without a sufficient amount of high-quality data sets, — representatives of the Deputy Prime Minister noted. — The Unified Information Platform of the National Data Management System (NMSMS) operates for effective data exchange between departments. It helps regions and federal agencies to exchange data securely.
A number of regions are also implementing their own initiatives. About 5-7% of companies — large banks, retailers, and industrial giants — are already actively using AI for scoring, demand forecasting, and predictive maintenance, reducing downtime by 20-30%. Another 15-20% of organizations are at the stage of experimenting with ready-made solutions like CRM and analytical services, and the remaining 75-80%, including small businesses, are still only exploring the possibilities of technology, faced with a lack of competencies, tools and high-quality data.
According to him, the state initiative to create a centralized data platform can become a powerful incentive for the development of domestic AI. It will equalize the conditions for all market participants, accelerate the path from idea to prototype — from 3-6 months to several weeks — and allow you to create datasets for specific industry tasks.
At the same time, the success of the project depends on the speed of processing requests, standardization and verification of data, legal certainty and technical reliability. Meeting these conditions can trigger the growth of new AI startups in the next 2-3 years, especially in areas such as agriculture, education, and medicine.
In the future, the platform can become the basis for international data exchange, the expert believes. It is possible to debug the national system as early as 2025-2026, and launch pilot projects with BRICS and EAEU partners by 2027-2028. By 2029-2030, Russia may form its own ecosystem of data exchange based on the principles of equal partnership and technological sovereignty, an alternative to Western models where data is often used in unilateral interests.
Technology development
The joint efforts of the government, business, research centers and start-ups will create synergy for the growth of digital solutions and knowledge exchange, Olga Pozdnyakova, head of the People's Front, told Izvestia. In the future, the platform can become the basis for international cooperation and joint research, including projects within the EAEU.

Medium-sized businesses are actively developing artificial intelligence technologies, starting with small pilot projects where you can quickly see the effect and payback. Most often, companies choose ready-made SaaS services instead of developing their own solutions.
Small businesses and microenterprises are just getting to know AI, but they are increasingly using open tools such as chatbots like GPT and neural networks to generate images, using them in marketing, content creation and copywriting.
The creation of a specialized platform can significantly accelerate the development of domestic AI technologies, eliminating one of the main obstacles — the lack of data, Marina Kholod is sure. Large amounts of high-quality labeled information are needed to teach modern models, especially large language models. Today, the main difficulty for Russian developers is not related to algorithms, but rather to access to this data. The new platform can become the very "fuel" that will allow artificial intelligence to develop faster.

Countries, especially BRICS and EAEU partners, may be interested in connecting to a well—established data exchange system that is an alternative to Western platforms," she confirmed.
The federal open data platform is capable of solving several key tasks at once, Peter Shcherbachenko, associate professor at the Financial University under the Government of the Russian Federation, told Izvestia. It will lower the entry threshold for startups and small businesses that lack the resources to independently collect data, and provide access to more diverse and representative datasets, which will increase the accuracy and versatility of models. In addition, increased access to data will increase competition in the market, encouraging leading companies to actively innovate and implement new solutions.
