Owners want to oblige them to clean up after pets in their homes
State Duma deputies have drafted a bill obliging pet owners to clean up waste products for their animals in public areas in apartment buildings.
According to the document, the text of which is available to TASS, it is proposed to amend the law "On Responsible Treatment of Animals and on Amendments to certain legislative acts of the Russian Federation."
According to the current law, the owner is obliged to clean up after the pet only when walking it. If the bill is passed, it will also be necessary to clean entrances, stairwells, elevators and adjacent territories that are part of the common property of the owners.
It is noted that the specific cleaning procedure will be determined by local governments.
The bill also proposes to prohibit visiting shops, cafes and restaurants, medical, educational and cultural organizations with a dog, with the exception of guide dogs.
Earlier, on October 10, the State Duma proposed to introduce into the law restrictions on the number of pets living in apartments. According to the new rules, no more than one adult dog and one adult cat can be kept for every 18 square meters of living space. The exception will be puppies and kittens up to six months old, as well as guide dogs.
