The first international TOP in Primorye will be built in Sukhodol Bay
Russia and China are in the process of discussing the first intergovernmental agreement on the establishment of an international territory of advanced development (IAC). A new preferential treatment will be created in Sukhodol Bay in the Shkotovsky district of Primorye. A seaport is already operating there.
This MTOR will have a clearly defined agrarian bias. The head of the Ministry of Regional Development, Alexei Chekunkov, said that the draft agreement had already been submitted to the Chinese side for consideration, writes IA PrimaMedia. The details of the project were discussed in Moscow at a meeting between Deputy Head of the Department Vitaly Altabaev and Minister Plenipotentiary of the Chinese Embassy in Russia Liu Jun.
It is known that grain terminals, factories for processing raw materials, production of agricultural machinery, confectionery and dairy products will appear on the territory of the agropark.
The construction of a specialized grain port in Sukhodol Bay will be handled by the Legendagro Group. The first stage with a capacity of 1 million tons of cargo will be put into operation by the end of this year.
Another MTOR may be created on the island of Bolshoy Ussuriysky in the Khabarovsk Territory in early 2026. The Russian side is actively negotiating with China on this issue.
Earlier it was reported that, according to plans, 20 companies will enter the international territory of advanced development in Russia. The authorities plan to achieve similar results by 2029. The TOP was created to attract foreign investment in the face of sanctions and support economic growth. Such a zone will also help to develop production, increase exports and the number of jobs. Resident companies will be registered in Russia and will receive tax and insurance benefits.
