The Ministry of Transport refused to introduce the concept of "air taxi"
The Ministry of Transport reviewed the legislative initiative on the introduction of the concept of "air taxi", following the meeting, the project did not receive support. This was announced on October 17 on the agency's website.
The Association of Small Aviation Enterprises (AMAP) was the initiator of the consolidation of the concepts of "air taxi", "sports aviation", and "historical aircraft" in the Air Code of the Russian Federation and certain legislative acts. She also suggested applying self-regulatory mechanisms to them while removing all administrative barriers. The discussion brought together a wide range of participants, including representatives of the Russian Ministry of Defense and the Ministry of Agriculture, the Prosecutor General's Office and the Investigative Committee, the FSB, Rosaviation, Rostransnadzor and various aviation organizations.
The Ministry of Transport pointed out that the initiative contradicts the key provisions of the Convention on International Civil Aviation, as well as the requirements of the Russian Air Code prohibiting the use of aircraft of an unusual design for commercial air transportation. It is indicated that the bill actually provides for the transfer of state control powers to a self-regulatory organization.
The implementation of the idea will lead to serious risks, including a reduction in flight safety, significant time and budget costs for changes in legislation and the state control system, as well as the emergence of a shadow market of self-regulatory organizations capable of selling flight permits, pilot certificates and aircraft maintenance documents, the ministry concluded.
Earlier, on September 17, it was reported that two Xpeng Aeroht flying cars collided in China during an aviation show rehearsal. It was clarified that the cars were flying too close to each other.
