The appointment and dismissal of regional heads is a matter for the regions themselves. This was announced on October 15 by Kremlin spokesman Dmitry Peskov, commenting on the dismissal of Yuri Zhidkov, head of the Kinelsky district, by Vyacheslav Fedorishchev, Governor of the Samara Region.
"Look, as for the appointment and dismissal of district heads, this is the prerogative of the head of the region," he said at a briefing.
Peskov also noted that he did not want to comment on the incident from the ethical side.
