Citizens of the Russian Federation explained the reasons for the changes in housing and communal services payments from March 1, 2026

The adopted initiative to postpone the deadline for payment of housing and communal services from the 10th to the 15th of each month, which will enter into force starting from March 1, 2026, can save bona fide taxpayers from fines and reduce the number of arrears. This was announced on October 12 by Andrey Moiseev, Associate Professor of the Department of Civil Law Disciplines at Plekhanov Russian University of Economics.

"The draft, which resulted in the adoption of the date of the 15th day of the month, initially did not provide for this provision. It appeared already at the stage of the second reading. But the bottom line is as follows: the current norm is that payment is made before the 10th, but the deadline can be changed by a decision of the general meeting or an agreement on the management of an apartment building," he said in an interview with Prime.
