The Russian government has submitted to the State Duma (DG) a draft federal law on conducting an experiment on the voluntary entry of citizens who are self-employed into legal relations on compulsory social insurance in case of their temporary disability. The relevant document was published on the website of the legislative support system on October 9.
"It is envisaged that from January 1, 2026 to December 31, 2028, an experiment will be conducted on the voluntary entry of self—employed citizens into legal relations on compulsory social insurance in case of temporary disability," the draft law documents say.
As part of the experiment, the self-employed will be able to receive sickness benefits. It is specified that the amount of the insured sum will be set at 35 thousand rubles with a monthly contribution of 1.3 thousand rubles or 50 thousand rubles with a monthly contribution of 1.9 thousand rubles.
The possibility of receiving benefits will appear after six months of payment by the insured of the prescribed contributions. If a citizen has been paying for 12 months, he will be able to receive 100% of the insured amount. If the payment has been made for more than 18 and 24 months, the person will receive discounts on the monthly payment in the amount of 10% and 30%, respectively.
Russian Prime Minister Mikhail Mishustin announced on the same day that self-employed citizens will be able to apply for paid sick leave starting next year. He stressed that the decision will remain with the citizens. If they accept it, they will be able to receive benefits in case of illness or injury.
