The analyst mentioned the advantages of introducing a duty on labeling goods
The introduction of a duty on labeling goods, which is being discussed in Russia as a new tool to support the electronic and radioelectronic industries, may have both positive effects and tangible risks for small and medium-sized businesses. Igor Rastorguev, a leading analyst at AMarkets, told about this on October 2.
"We are talking about targeted financing of the electronic and radioelectronic industry in the amount of 40 billion rubles for three years, with total state financing of the industry of 250 billion rubles until 2028. Electronics is a matter of technological independence, and such a mechanism will make it possible to create an additional source of investment without increasing the budget burden," the analyst noted.
According to him, the labeling system itself has already proved its effectiveness. In 2024, more than 43 million violations were detected in the light industry. This means that the "Honest Sign" displaces unscrupulous players from the market who competed through counterfeiting and tax evasion. For an honest business, on the contrary, it is an equalization of conditions.
He also stressed that the government offers support measures: compensation of 50% of equipment costs for manufacturers and similar support for sellers when labeling leftovers. In fact, the new duty formalizes the existing practice: the operator of the CRPT system has revenue of about 30-35 billion rubles per year, and the cost of labeling one product is only 50 kopecks.
"Redirecting part of these funds to technological development logically fits into the overall import substitution strategy. It is important that the mechanism is transparent and does not create an additional burden on manufacturers who already bear the costs of introducing labeling," the analyst added.
As Rastorguev concluded, the labeling fee can become an analogue of the recycling fee, a targeted tool that directly links consumption with the development of critical technologies.
On September 26, State Duma Deputy Speaker Boris Chernyshov from the Liberal Democratic Party announced that an initiative to combat stealth inflation (a hidden increase in the cost of goods) through mandatory labeling of such products had been sent to Rospotrebnadzor for consideration. Chernyshov also suggested that information about the modified formulation should be clearly and prominently placed on the product packaging, which, in his opinion, would increase consumer awareness and not deprive them of the opportunity to make an informed purchase.
