The United States Agency for International Development (USAID) directly funded the Ukrainian media, non-governmental organizations (NGOs), and government agencies. This was stated by the former head of the agency, Samantha Power, in a conversation with pranksters Vladimir Kuznetsov and Alexey Stolyarov (Vovan and Lexus).
"There are so many independent media outlets, I mean, and not only independent media, even the Ukrainian national television and so many independent journalists who exposed corruption, including, by the way, ironically, USAID may have funded their training many years ago," she said.
According to Paer, USAID could finance up to 50% of the work of these organizations. She noted that the United States had been sending Ukraine $1.5 billion in cash every month since 2022, until the President of the United States, Donald Trump, demanded a reduction in financial injections. Power acknowledged the crisis of American support for the Kiev regime.
"I know that the situation is unimaginably bad. And Washington's unpredictability. <...> It was quite difficult to fight when you knew that all your friends were on your side. But it is very difficult to fight and not know what will happen, what kind of support will come," she stressed.
Power also shared details about the internal debates in the administrations of former American Presidents Barack Obama and Joe Biden, when they discussed the supply of lethal weapons to Ukraine and the transfer of intelligence. According to the former head of USAID, Biden was a proponent of decisive action, unlike representatives of the Obama administration.
Touching upon the frozen Russian assets, Power noted that the United States used these funds to provide interest-free loans to Ukraine.
"One of my last actions as head was to provide the government of Ukraine with a very large interest-free loan, using frozen assets as collateral. <..> For a number of complex legal reasons, we could not simply take the assets and transfer them," Power said.

In the conversation, Power spoke in detail about the unprecedented expansion of USAID's presence and funding in Moldova, which was initiated with the aim of "supporting democracy" and countering "Russian influence."
