Russia is discussing the indexation of payments to combat veterans, which currently amount to about 4.5 thousand rubles per month, said Anna Tsivileva, State Secretary, Deputy Minister of Defense and head of the Defenders of the Fatherland Foundation. At the expanded meeting of the commission of the State Council of the Russian Federation, which took place on September 29, more than 40 initiatives aimed at supporting the participants of the SVR and their family members were also processed. This topic is of key importance to the authorities, so it is not surprising that after October 20, Vladimir Putin will personally take part in the work of the State Council to "check the clock" on this issue, experts say. The information about what benefits veterans of the Russian Military can receive and what role the State Council of the Russian Federation plays in this is in the Izvestia article.

About support measures for the participants of the SVO

The Defenders of the Fatherland Foundation has become the main organization that helps veterans of the special operation to return to a peaceful life and take advantage of all social guarantees and benefits from the state. His staff works not only with demobilized soldiers, but also with their families, including widows and children, said the State Secretary, Deputy Minister of Defense of the Russian Federation and head of the Defenders of the Fatherland Foundation. At a meeting of the State Council commission, for example, it was about the indexation of payments to combat veterans.

— This was discussed during the meeting, it requires coordination with the Ministry of Finance and with the relevant federal executive authorities. We, as the Defenders of the Fatherland Foundation, have also launched such initiatives, and it will be clear from the results of the meeting," said Anna Tsivileva.

The participants of the meeting also discussed expanded assistance to veterans of their military forces from law enforcement agencies who were seriously injured. There have been offers to provide them with various social benefits, including for the renovation of their apartments and houses.

As for the wives of the participants of the SVO, today they can get additional education for free, and the Defenders of the Fatherland Foundation will help them get a job and restore their qualifications, says the Deputy Defense Minister.

All employers in the Russian Federation should help veterans find employment, Vladimir Saibel, deputy head of the Russian Railways Department of Social Development, told reporters. In particular, according to him, the railway, together with the Defenders of the Fatherland Foundation, has already initiated a large number of meetings with its participants and their family members. They discussed how demobilized soldiers can receive professional retraining and get a job, Seibel said.

On September 29, the State Council Commission discussed dozens of initiatives to support veterans of the special operation and their family members, said Igor Babushkin, Governor of the Astrakhan Region and Chairman of the State Council Commission for the support of participants in the military operation.

"Today we have worked out more than 40 proposals that should form the basis of the president's instructions to improve these support measures," he said. — Our task is to create all the necessary conditions for socialization, medical and psychological rehabilitation, employment, education and assistance to the families of the victims to be the number one task for different levels, for all levels of government.

Obviously, such work is underway in all regions of the Russian Federation. For example, the Ryazan Region has a comprehensive support and rehabilitation system for ITS participants and their family members, said Pavel Malkov, the governor of the region. "Perhaps the most interesting practice was identified in our Sosnovy Bor rehabilitation center," he noted. Family rehabilitation takes place there, where an individual program is selected for everyone. In the same place, participants can receive all medical services, including psychological and psychiatric care.

There are three specialized rehabilitation centers in the Moscow region, said Andrey Vorobyov, the governor of the region. In addition, the "one statement" system continues to be improved, when a veteran of his military service sends an application to the IFC, whose employees themselves consider what package of benefits he and his family are entitled to.

Vladimir Putin pays special attention to supporting veterans of his military, so he will personally participate in a meeting of the expanded presidium of the State Council of the Russian Federation on this issue. It is expected that it will take place after October 20, said Assistant to the President of the Russian Federation, Secretary of the State Council of the Russian Federation Alexei Dyumin.

On the role and importance of the State Council of the Russian Federation

Over 25 years of work, the State Council has proved its effectiveness, Igor Babushkin said. This body appeared in modern Russia on September 1, 2000 as a result of a wide-ranging government reform project of Vladimir Putin's first term. Then the heads of the constituent entities of the Russian Federation were removed from the Federation Council, where they had been in 1996-2000, and included in the reconstituted State Council, Oleg Lyakhovenko, Deputy Dean of the Faculty of Political Science at Lomonosov Moscow State University and an expert of the Russian Society of Political Scientists, told Izvestia. Since that time, the State Council has become a consultative and advisory platform for discussing strategic issues of the country's development.

— The peculiarity of the State Council is that the head of state, governors, members of the government of the Russian Federation, the leadership of the Federal Assembly, representatives of key political parties and local governments meet on the same platform. That is, there is an opportunity to discuss large, "cross—cutting" topics concerning not only the federal level of government, but also regions and local authorities, with the participation of both the executive branch, parliamentary forces, and the deputy corps, the expert notes.

The choice of supporting the participants of the SVR as the key topic of this year's meeting is logical: first, 2025 is the Year of Defender of the Fatherland, and secondly, the president stated that he keeps the issue of supporting the families of special operation participants and veterans under personal control and requires the same from the heads of regions. Earlier, the Russian leader has repeatedly stated that a new managerial and political elite should be formed from participants in the special operation, which is facilitated by the presidential program "Time of Heroes" and its regional counterparts.

— In recent years, many projects have appeared aimed at supporting the participants of the SVR, and at the moment there is a need to "check the clock" and update initiatives for the tasks that Vladimir Putin will announce at a meeting of the Presidium of the State Council, — explains Nikita Setov, Deputy General Director of the Polylog Group for GR, political scientist.

The annual meetings of the Presidium of the State Council with the participation of the President are not tied to a specific topic. The expert recalled that last year the event was dedicated to the development of exports, and in 2023 - to increase the prestige of teachers and the development of public transport.
