FSIN officers regularly record the facts of the delivery of prohibited substances and items on the territory of correctional colonies and other facilities of the department. A few years ago, members of criminal gangs who were at large were engaged in "supplying" the colonies. But today, this area of criminal business has become an independent service, according to Izvestia's sources. Accomplices of criminals serving time are trying to throw mobile phones, chargers, and drugs using drones into the territory of the colonies. So, at the end of September in Primorsky Krai, the delivery of a cargo of drugs to SIZO-2 in Ussuriysk was stopped — after the package was dropped from a drone, the administration of SIZO-2 in Ussuriysk detained the customer from among those held in the isolation ward. In another case, employees of the Primorsky Regional Department of the Federal Penitentiary Service managed to catch a courier driving a quadcopter who dropped a "parcel" with mobile phones on the territory of correctional institution No. 47. According to FSIN officers, such cases are becoming more frequent.
Anesthesia in a cage
Drug traffickers are extremely interested in selling their goods, including in places of detention, and are looking for new ways and methods of supplying potions to colonies, a law enforcement source believes.
— We are aware that in the "gray" segment of the Internet, masterclad delivery services are distributed in the territories of specific colonies. It is extremely difficult to track this kind of activity. The technology of delivering goods such as phones and drugs has been well developed by criminals, now taking into account the development of unmanned aircraft," says the Izvestia source.
According to him, at the stage of ordering and paying for prohibited substances, for example, payment with bitcoins via the darknet is used. And further traffic is differentiated.
— These can be "legs" (as corrupt correctional officers are called in the jargon. — Ed.), mailings or transfers, as well as exotic methods: throwing over walls with arrows from crossbows, throwing with copters.
The "shell" is lubricated with a sticky substance, for example, honey or condensed milk, so that when it gets on the ground, the parcel quickly becomes dirty and mixes with the natural environment.
—The addressees know the day and hour when the stuffing takes place," the source said.
All drug trafficking in the colonies is controlled by organized crime and takes place with the consent of the so-called "overseer" of the zone, Valentin Sanovov, a former employee of the Moscow RUOP, tells Izvestia.
— The same "supervisor" controls the expenditure of the "obshchak" for the purchase of illegal drugs and the payment of couriers, — says Sanov.
According to the ex-operative, there are already known cases when representatives of organized crime forced entrepreneurs to pay for the purchase of drugs through the shadow segment of the Internet and it becomes almost impossible to track the purchase stage. That is, the chance to intercept a batch of "forbidden" remains only at the stage of its actual delivery to prison.

Drug airlift has become widespread in the United States, Australia, and Canada. Moreover, the history of "prison aviation" began more than 10 years ago with toy helicopters, which were actively used by drug dealers.
In any case, several investigations at once point to the existence of this kind of shadow business focused on criminals. Last year, an investigation was conducted in Scotland, where the active delivery of drugs to prisons began with the help of drones — footage of UAV flights began to appear en masse on the Web, as well as videos documenting the selection of packages by prisoners. Many of the videos were made by the prisoners themselves. According to sources in The Guardian, the mafia hires experienced drone operators for mass deliveries to British colonies. The situation is similar in Australia and the USA.
Almost volunteers
To date, the functions of courier operators are assigned to the "runners" from among the volunteers.
— Communities that position themselves as volunteers specializing in legal assistance to prisoners are of concern. They buy legal products, stand in queues with transfers at the colonies. According to our data, such communities are controlled by extremist groups and criminal ethnic groups. It is in such communities that requests for the illegal needs of prisoners are formed," the source points out.
Responsibility
— For the transfer of things and substances prohibited by the colony regime, both administrative and criminal liability has been established, — explained lawyer Ekaterina Krasnova. — In accordance with art. 19.12 of the Administrative Code of the Russian Federation, an illegal attempt to transfer products prohibited by the regime is subject to a fine of up to 10 thousand rubles. If they try to transfer the means of communication, then the sanction is more severe — from 25 to 50 thousand rubles.
According to her, if we are talking about an attempt to transfer substances or medicines prohibited for free circulation, then such actions are punished in accordance with the criminal legislation.
— These are heavy sentences that provide for punishment of more than 10 years in a penal colony, — said Krasnova.
