The average discount among new buildings in Moscow and the Moscow region in the third quarter of 2025 was 14%. This is the conclusion reached by the analysts of the Yandex Real Estate service, who studied the market situation. Izvestia got acquainted with the results of the study on September 24.
The highest median discounts among all discounted offers were recorded in the business and elite class segments, where they amount to 14%, while in the comfort class the average discount was 13%. The number of projects in which developers offer installment plans decreased by 12.9% in the third quarter compared to the spring and amounted to about 210 residential complexes.
The average installment period has also decreased: in August 2025, it was about 17 months, while in the first half of the year it was just under 20 months. However, the conditions remain different depending on the housing class. On average, the longest programs are offered in the comfort segment (about 22 months). In elite-class projects, installments were provided for an average of 18 months, while in the business segment the average period was about 16 months.
In addition to discounts, developers actively use non-financial bonuses. According to the service, in the third quarter in Moscow and the Moscow region, apartment buyers most often received air conditioners as a gift from the developer (51% of all offers with additional options), which is logical due to the summer season, as well as various small gifts, including loyalty cards and discounts to partner stores (18%). Finishing and repairs (10%), parking spaces, design projects for a new apartment (6% each) and storerooms (5.1%) are among the more significant incentives. Also, in a number of projects, developers offer to issue a hard hat or a VMI policy (2.5% each, respectively) as incentives for buying an apartment.
"In the third quarter, we note that point-to-point sales support mechanisms are increasingly being used in the new building market. The average discount rate among discount offers has stabilized at 14%, with the largest concessions offered in the business and elite segments. Trade-in also remains a popular promotion from developers: under such programs, in 76% of cases, buyers are offered to exchange an old apartment for a new one, and in 24%, new housing is offered instead of a car," said Evgeny Belokurov, commercial director of Yandex Real Estate.
It is noted that in August in the Moscow region, including the capital, the median cost per square meter in new comfort class buildings was 248 thousand rubles (+0.3% per month), business class — 448 thousand rubles (+3.6%), elite class — 709 thousand rubles (+1.5%).
According to the results of an analysis conducted by analysts of the Yandex Real Estate and Pulse of New Building Sales services, which was reviewed by Izvestia on September 18, the volume of sales of new buildings carried out in the summer exceeded the spring figures by 11%. According to Belokurov, the growing interest in buying apartments may be due to a reduction in the key interest rate.
