Uniform federal rules for keeping pets in public places, including public transport, shops and catering establishments, may be established in Russia. Nina Ostanina, head of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood, commented on the relevant initiative aimed at protecting the sanitary and epidemiological well-being of citizens to Izvestia on September 23.
"No one is going to ban the movement of domestic dogs. Dogs can move with their owners wherever they want and whenever they want. The question is that in public transport you just need to protect people from animals," Ostanina said.
To do this, she said, owners should use cat carriers and dog muzzles, depending on the size of the pet.
The deputy called the protection of sanitary and epidemiological welfare in places related to food and medicines a key goal of regulation. Ostanina gave examples of citizens' appeals where dogs move freely between the shelves in the grocery store and sniff the goods.
"I think that after that, if the customer did not know that the dog had also come into contact with these products in some way, then this is very bad. In addition, dogs are carriers of infection, no one knows if the dog is healthy or unhealthy," the parliamentarian explained her position.
She noted that the initiative does not involve the creation of new fines, but rather the addition of new positions to the existing law on the responsible treatment of animals, which streamline these norms.
According to her, 60 regions of the country have already adopted similar regulations at the local level, and now a unified federal law is required.
As for the establishments that have built their business on the concept of "dog friendly", then, as stated by the head of the committee, they will have to reconsider this concept. The parliamentarian concluded that the proposed measures are elementary sanitary standards aimed at protecting the rights of citizens, not all of whom are animal owners and may suffer from allergies or be unaware of the contact of products with animals.
Earlier, on September 17, Vladimir Golubev, president of the Russian Cynological Federation, told Izvestia that many dog breeders are unable to read the early signs of their pet's discontent and notice the problem only at the stage of growling or attacking.
