Putin demanded to deal with the reduction in financing of the agrarians of the LPR
In the LPR, the budget for supporting agricultural producers is being reduced. Vladimir Putin drew attention to this during a meeting with the head of the republic Leonid Pasechnik. The President instructed to find out why this is happening. The head of the region, in response, drew attention to the fact that in previous years the authorities had been very active in "putting agricultural producers on their feet," and this had already affected their success. So, despite last year's drought, in 2025, the LPR exceeded the grain plan, collecting 1.2 million tons instead of 1 million. Residential buildings, roads and schools are still being restored in the republic, and federal and regional support programs are in place to support the participants of the SVR, Pasechnik told the president.
What was discussed at the meeting between Putin and Pasechnik
Despite the difficult situation and the fighting that is still ongoing on the borders of the LPR, the republic is moving towards its goal of reaching the average Russian socio-economic indicators by 2030. For this purpose, in particular, the possibilities of the special economic zone, on the territory of which benefits apply, are used. The head of the republic Leonid Pasechnik announced this on September 23 at a meeting with Vladimir Putin. Special attention is paid to the restoration of industry.
— We are actively restoring those enterprises that did not work in the period after 2014, those that worked and were funded, developed somewhere on a residual basis. Today, we are trying to put absolutely all enterprises on their feet, as they say, and we are looking for investors," said the president's interlocutor.
The metallurgical complex plays a crucial role in the LPR industry, providing 77.4% of production. Another 12% is accounted for by the food industry, 6.3% by mechanical engineering. Agriculture in the region is facing a serious challenge in the form of drought, which prevented the implementation of the set plan in 2024. This year, according to the Beekeeper, the results are different.
— We planned about a million tons [of grain], we even collected a little more - 1.2 million tons. Despite the fact that in 2024 there were difficult conditions, we collected sunflower seeds and produced sunflower oil almost seven times more than planned," the head of the LPR specified.
The development of the industry was also facilitated by the fact that 3 billion rubles were allocated for subsidies for agricultural producers in 2024. But in 2025-2027, this support is expected to be reduced by almost half — to 5 billion for three years. Vladimir Putin drew attention to this, instructing the Beekeeper to understand the situation and work out this issue with the Ministry of Agriculture.
Residential buildings, schools, bridges and roads are being actively restored in the LPR. Pasechnik thanked the Russian regions that help the republic in this matter, noting that in the Severodonetsk agglomeration, for example, it was possible to restore more than 800 facilities. In total, 34 bridges were repaired in the republic and 54% of roads were put in good condition. But there is still a lot of work to do: for example, about 96% of the facilities in Popasnaya have been destroyed, Pasechnik noted.
During the conversation, the president drew attention to the fact that the largest expenditures in the republic's budget for 2025-2027 are included in the article "Environmental well-being", and asked what these funds are supposed to be spent on. In response, the head of the LPR told Putin that, among other things, almost all forests were destroyed due to the fighting in the region, they burned down or were cut down, rivers and lakes were polluted. Therefore, the authorities plan to carry out serious work to preserve reservoirs, provide residents with clean drinking water, and restore forest plantings. In addition, part of the funds will be used to reclaim mines and get rid of landfills.
The President also asked how it is planned to spend 443 million rubles allocated under the article "Long active life". The head of the LPR replied that these funds would be used for medicine and sports.
"I think we need to instill in our children a love of sports, and we need to overcome our addictions somehow," he said.
In 2024, the first universal sports ground was opened in Lugansk, which combines areas for basketball, volleyball and street workout. At the same time, it became known that the city administration's immediate plans include three more multifunctional sports zones, as well as places for citizens to relax.
The meeting also discussed the support of ITS participants. According to the head of the republic, in 2025, 12 thousand fighters and their relatives received assistance. The Defenders of the Fatherland Foundation, whose new office opened in the LPR in September, is dealing with this issue. In addition, a comprehensive rehabilitation center for the disabled is being reconstructed in Luhansk.
Special attention is paid to the personnel issue. The President asked Leonid Pasechnik to tell about it in more detail. The head of the LPR stressed that the region plans to attract veterans of its military to public service — the Heroes of Luhansk Region project is working for this. The LPR also launched the regional program "Lugansk character". There are no analogues in the Russian Federation, and the project itself repeats "all the best traditions of the pioneer organization from time immemorial in the Soviet Union," Paschenik said.
