Alexander Zapesotsky, rector of the St. Petersburg University of the Humanities of Trade Unions (SPbGUP), is accused of using the university for personal enrichment. The Prosecutor General's Office of the Russian Federation filed a lawsuit to return the educational institution's property to the state to the Arbitration Court of St. Petersburg and the Leningrad Region. This was reported by the newspaper Kommersant on September 22.

According to the conclusions of the historical background of the lawsuit, the rector of Zapesotsky university, as well as the leadership of the FNPR (Federation of Independent Trade Unions of Russia) had no right to change the social profile of the university and transfer it to a commercial basis, since during the Soviet Union the state did not give trade union organizations ownership rights.

"Continuing to act in bad faith, the leadership of the FNPR and Zapesotsky A. S. in 2009-2014 inspired legal proceedings in the Arbitration Court of St. Petersburg and the Leningrad Region to legalize the illegal seizure of public property," the Prosecutor General's Office reports.

It is noted that Zapesotsky uses the university "for personal enrichment," artificially inflating expenses and declaring losses in order to receive government funding. And the trade unions' ownership of dormitories, educational and other buildings is not legal.

On September 22, a correspondent of Izvestia reported from the courtroom that the Tverskoy Court of Moscow had converted into state revenue a group of coastal companies Vostokcement and Renaissance worth 79 billion rubles, which belong to the relatives of Igor Pushkarev, convicted of corruption and ex-mayor of Vladivostok. According to the prosecutor, the former mayor of the city initially intended to develop the city's road infrastructure, but began to abuse his authority. According to the investigation, he restricted competition in the road sector, as a result of which the companies under his control began to set inflated prices compared to the average market prices.
