By the Day of the Elderly, which is celebrated annually on October 1, a number of Russian regions have introduced additional payments for pensioners. The amounts range from 800 rubles to 16 thousand rubles, depending on the region. The Day of the Elderly is a holiday aimed at recognizing the merits and supporting the older generation. The idea of creating a celebration arose at the end of the 20th century, when foreign researchers seriously considered the problems of population aging and its impact on society and the economy. The holiday received international status in 1990, when the UN General Assembly officially approved October 1 as the International Day of the Elderly. In Russia, this day has been celebrated since 1992, and since then it has become a symbol of respect, support and attention to older people.

The main purpose of the holiday is to draw public attention to the needs and problems of senior citizens, to help improve their quality of life and social security. In honor of this day, various cultural events and social initiatives are being introduced in the regions of Russia.

In 2025, on the eve of the Day of the Elderly, pensioners in a number of Russian regions can expect additional lump-sum payments. These measures are implemented at the level of subjects, and financing is provided from local budgets. According to Vadim Vinogradov, Dean of the HSE Faculty of Law, the main reason for the introduction of such payments is the need to support senior citizens in the face of rising costs for food, medicines, utilities and vital services.

The amount and conditions for receiving additional payments depend on the specific region of the pensioner's residence. Local authorities independently make decisions on the allocation of funds based on financial capabilities and existing social programs. As a rule, pensioners are provided with payments in the form of one-time financial assistance, as well as benefits when paying for utilities, medical and other services.

In which regions and how much is paid for the Day of the Elderly

In 2025, additional lump-sum payments for the Day of the Elderly will not be made in all regions of Russia. The decision to provide such support was made by the authorities of the Chelyabinsk Region, the Nenets Autonomous Okrug, the Yamalo-Nenets Autonomous Okrug, the Primorsky Territory, as well as the Yaroslavl and Ryazan regions.

In Moscow and the Moscow region, separate payments for the holiday are not provided — the authorities explain this by the availability of other pension assistance programs, such as monthly pension supplements, benefits for centenarians and other social initiatives. For example, in the Dmitrovsky district of the Moscow region, 500 rubles are paid to unemployed pensioners who have turned 70 years old by the Day of the Elderly. At the same time, the final decision on the capital region may be made closer to October 1.

The amount of one-time payments varies by region:

— Chelyabinsk region: pensioners over the age of 55 (women) and 60 (men) will receive 800 rubles each. The payment is assigned automatically.;

— Primorsky Krai: a one-time payment is 1,000 rubles and is provided without registration of applications;

— Yamalo-Nenets Autonomous Okrug: men over 60 and women over 55 can expect to receive a payment of 1,122 rubles;

— Yaroslavl and Ryazan regions: the amounts range from 700 to 1200 rubles. The exact size depends on the municipality.;

— Nenets Autonomous Okrug: pensioners under the age of 70 with at least 15 years of experience will receive 5,000 rubles each. Pensioners over the age of 70 with similar experience or who have lived in the region for at least 20 years, as well as people with disabilities, will receive payments in the amount of more than 16 thousand rubles.

Who is eligible for payments and what are the restrictions?

In most regions of Russia, additional payments for the Day of the Elderly are provided to all pensioners living in the territory of the relevant subject. However, in some regions, such assistance is provided only to certain categories of citizens. These can be low-income people, single pensioners, as well as pensioners who find themselves in a difficult life situation. In some cases, regional authorities set age or social restrictions for receiving payments.

How can a pensioner receive an additional payment?

Usually, one—time payments for an elderly Person's Day are provided automatically - the money is transferred to the same account where the pension is received. This means that pensioners do not need to take additional actions to receive such assistance.

However, in some municipalities, an application is still required to receive a one-time payment. This can be done through multifunctional centers (MFCs) or departments of social protection of the population. The specialists of these organizations will help you apply and explain all the conditions for receiving funds.

If the regional payment decision is made, the money is usually received on the eve of the holiday — around September 30th. Funds are credited using the databases of the social protection authorities, which store information about registered pensioners living in the region. It is recommended to find out in advance the details of receiving payments before October 1, so as not to miss the opportunity to receive additional support.
