Russia and South Ossetia are actively and systematically developing cooperation, forming a joint program of plans for the period 2026-2030. This was announced to Izvestia on September 20 by Maxim Reshetnikov, Head of the Ministry of Economic Development of the Russian Federation, at the First International Economic Forum in Tskhinvali.
He clarified that this year the intergovernmental commission has fixed the full implementation of the roadmap for the integration of customs legislation.
"In other words, we are fully in the unified system of customs duties and customs rates, we have no questions about the products that are supplied from South Ossetia to the Russian Federation and from Russia to South Ossetia, issues related to transit, the disparity of rates and so on have been resolved," the minister said.
Currently, despite the existence of some problems, businesses can openly trade according to the general rules, as trade is the basis of cooperation. It is important that the single trading space is further transformed into a common investment space, Reshetnikov noted. Then common value chains can be formed, which was discussed a lot at the forum.
"We are currently focusing on the formation of the 2026-2030 joint program. We set several goals, but at the core is a significant improvement in economic performance. The gross value added indicator will tell few people anything, the main thing is wages. The goal is to increase it by 60% by 2030, because South Ossetia still lags far behind its neighbors in terms of wages. Wage growth is, first of all, the growth of private investment," said the head of the Ministry of Economic Development of the Russian Federation.
According to the Minister, private investments should be of two types. The economy is based on local investments and local entrepreneurs, so it is important to develop small and medium-sized businesses, grant support systems and compensation for expensive equipment.
"All these programs exist to some extent, but we need to give them a new scale. The second point is to attract large investors who will create new production facilities. In recent years, about six major projects have been implemented here, and almost 3 billion rubles have been raised. Some of them should be introduced this year," Reshetnikov said.
These are major projects related to the processing of stone, basalt fiber, wood processing, as well as the construction of a brewery.
"But each of these projects can and should be considered as a certain point around which further expansion is needed. The program focuses on new support measures, including subsidizing interest rates, and their improvement is required. And then legislation, bilateral bases, so that investments in South Ossetia and all our formal institutions are perceived by the level of risk as the same investments as in any other place in the Russian Federation," he concluded.
On September 20, Russian President Vladimir Putin said that Russia would continue to provide all possible assistance to South Ossetia in ensuring security and solving problems of socio-economic development. The Head of State expressed confidence that relations between Russia and South Ossetia will continue to develop on the basis of good neighborliness and alliance. The Russian President also congratulated President Alan Gagloev on Republic Day, calling this holiday a symbol of the courage and fortitude of the South Ossetian people.
Earlier, on May 11, the Russian president said that Russia is doing everything to support South Ossetia and intends to implement it in the areas of economy, social sphere, healthcare and education.
