Ukraine has discussed with representatives of the International Monetary Fund (IMF) a new four-year financing program for $150-170 billion. This was announced on September 19 by Finance Minister Sergei Marchenko at a plenary session of the Verkhovna Rada.
"You know that there was an IMF mission recently. We raised the issue of the need for a new program and its financing. In general, the need for funds to finance a four—year program may range from $150 to 170 billion for a four-year period," Marchenko said in the Verkhovna Rada, answering a question from a deputy.
The head of the Ukrainian Finance Ministry added that, if we talk about 2026, the uncovered demand is $18.1 billion, in accordance with the estimated average annual exchange rate of 45.7 UAH/$1.
According to Marchenko, the Ministry of Finance has an understanding of how to cover the need for external financing. Thus, the agency is counting on "the assurances given by the partners."
On September 15, the head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Daniil Getmantsev, announced that Ukraine's budget deficit would amount to $10 billion next year. At the same time, he refused to call the lack of funds a hole in the budget.
