From November 1, drastic changes may occur in the rules for calculating the amount of the recycling fee. When determining the amount of the payment, not only the volume of the car's engine will be taken into account, but also its power. Preferential rates for individual importers who import cars for personal use remain, but are noticeably limited. Izvestia found out which models and how much the size of the scrap collection will increase.

The Ministry of Industry and Trade has developed a draft government decree providing for changes to the rules for determining the amount of the recycling fee. A copy of the document is available to Izvestia. The revision of these rules will affect only passenger cars (M1 category), the ministry said.

According to the current scheme, the final size of the scrap collection is affected by the year of manufacture of the car (up to three years and older than three years) and engine capacity. At the same time, the Ministry of Industry and Trade notes the growing demand for powerful models of cars equipped with "low-volume" engines, as well as for electric vehicles and sequential hybrids. In this regard, the calculation of the recycling fee, based only on the volume of the engine, is losing relevance, according to the department.

"To reduce the likelihood of incorrect calculations, the Ministry of Industry and Trade of Russia proposes to introduce additional indicators for passenger cars (M1 category). According to the proposed changes, the base rate will be formed based on the type and volume of the engine, and the engine power will affect the formation of the coefficient on a progressive scale," the press service of the ministry said.

According to the current rules, preferential rates are set for individual importers: 3.4 thousand rubles for a new car and 5.2 thousand rubles for a model older than three years. They apply to cars with an engine of no more than three liters, provided that during the year an individual imports no more than one car in his name, which remains in his ownership for the next 12 months. If at least one of these conditions is not met, the recycling fee is paid at significantly higher rates, as for legal entities.

The Ministry of Industry and Trade emphasizes that benefits for citizens remain. However, this introduces additional restrictions.

"For individuals who import a car to Russia for personal use, it is proposed to maintain preferential coefficients for the most popular categories of vehicles with a capacity of up to 160 hp. If the proposed changes are approved, they will enter into force on November 1, 2025 and will not affect motorists who have already paid for the recycling of a foreign car according to the current rules before the entry into force. by virtue of the new norm, the department emphasizes.

The ministry separately notes that such vehicles (with a capacity of up to 160 hp — Izvestia) They account for about 88% of the total fleet registered in Russia for the first time in the last five years. For the regions of the Far East, more than 95% of right—hand drive vehicles imported last year are models with a capacity of up to 160 hp, which are subject to a preferential coefficient even taking into account the proposed changes, the Ministry of Industry and Trade clarifies.

As Izvestia found out, the proposed changes really won't have much effect on residents of the Far East. According to Sergey Tselikov, General Director of the Autostat agency, in July the most popular right-hand drive models imported into our country were the Honda Freed, Honda Fit, Toyota Corolla, Honda Stepwgn and Toyota Yaris. According to their technical characteristics, all of them fit into the proposed 160 hp range.

But those who plan to bring more powerful models for themselves will soon have to fork out significantly. For example, in July, the most popular imported model was the Geely Monjaro crossover, equipped with a two-liter engine with a capacity of 238 hp. Now, when imported for personal use, the importer-physicist pays a recycling fee of 3.4 thousand rubles for a new car and 5.2 thousand rubles for a car older than three years.

According to the new rules, starting from November 1, the amount of this fee for the new Geely Monjaro will amount to 952 thousand rubles, from January 1, 2026 — 1,142 million rubles, and by 2030 it will amount to 1,673 million rubles. Thus, compared with the current level, the recycling rates for "physicists" for this or a model similar in technical characteristics will increase by 280, 335 and 492 times, respectively.

Recycling rates for sequential hybrids and electric cars are increasing even more significantly. They take into account the maximum 30-minute power of electric motors, which is indicated in the TCP, the Ministry of Industry and Trade clarified. At the same time, as follows from the draft government decree, the benefits for such models are limited to 80 hp.

So, for the popular hybrid Lixiang L7 (capacity 197 liters.c) rates from November will amount to 1,828 million rubles, 2,194 million rubles from January next year and 3,212 million rubles from January 2030. Thus, compared to the current level (3.4 thousand rubles) The rates for "physicists" will increase by 537, 645 and 945 times, respectively. With regard to the most popular imported electric car, the Zeekr 001 (225 hp), the growth is even more impressive — by 637 (up to 2.166 million rubles), 905 (3.079 million rubles) and 1325 (4.508 million rubles) times.

In monetary terms, recycling rates will increase the most for the most powerful cars with multi-liter engines such as luxury (Rolls-Royce, Bentley, Cadillac) or sports models (BMW, Lamborghini, Porsche). Their scrap collection will increase from the current 2.153 million (new) and 3.297 million rubles (older than three years) to 6.708 million and 10.081 million rubles, respectively.

The market is waiting for changes

The impact of the new rules for calculating waste collection on the market will be fundamental, says Irina Frank, CEO of Frank Auto. According to her, we are talking about a structural reformatting of the entire car market. The new technique, tied to power and environmental class, will radically change consumer logic, the expert believes.

— The cost of owning powerful cars will skyrocket, which will create an incentive to switch to less powerful and more environmentally friendly models, including electric cars. It will also become a serious protectionist incentive for further localization of production in the territory of the EAEU, since this is the only way for brands to avoid huge costs, Irina Frank told Izvestia.

The introduction of new regulations will boost demand for cars and their imports, she is sure. In her opinion, the "pre-regulatory race" will begin in the next month and a half.

— Large importers and dealer networks are already actively increasing the supply and registration of those models that will rise in price the most after the introduction of new rules. This is a logical desire to clear customs and sell cars at the old, lower rates. Accordingly, we will see a short-term surge on both the import and sales sides, primarily in the premium segment. However, this will inevitably be followed by a period of sharp decline and reformatting of the supply at new prices," she notes.

Nikita Kolesnikov, a representative of the Japanese export company HSS in the Russian Federation, believes that narrow but economically and symbolically important market segments are under attack. The new rules will have the greatest impact on powerful SUVs, pickups, and premium and luxury sports cars, he emphasizes.

"For these categories of vehicles, whose engines often exceed the three— to four-liter mark, the amount of scrap will no longer be just an operating expense, but will turn into a significant component of the final price, reaching several million rubles," he is sure.

Shrinking market and rising prices

With the adoption of the new rules, car prices will rise quite a lot, says Nikolai Ivanov, director of the new car sales department at Rolf.

— But we support this initiative because it will "whitewash" the market. Now a large number of cars are imported with the payment of preferential recycling. Then these cars are resold. By and large, this is a fact of commercial activity," he notes.

In addition, according to the scheme, when a car is imported directly to the end user, the person who drove the car acts as an agent and the law on consumer protection does not apply to the sale of this product, Nikolai Ivanov notes. Thus, the interests of the end customer are not protected in any way in terms of the guarantee of the goods and the legal purity of the transaction.

After the law comes into force, imports of cars with a capacity of over 160 hp will decrease by at least 15% due to natural causes, Renat Tyukteev, Deputy General Director for New Car Sales at Avilon AG, predicted to Izvestia. The scheme, in which cars with preferential recycling were placed on classifieds, will come to naught, the expert believes.

— The Ministry of Industry and Trade systematically closes all possible loopholes where benefits were misused and actually turned into a separate business. On the eve of the changes, many sellers are already raising prices, trying to capitalize on the wave of projected demand, when within 1-1.5 months cars imported under preferential "scrap" will be finally sold out, he said about the current market situation.

The introduction of additional criteria for calculating recycling will lead to an increase in prices for new cars, and after them for used cars, Maxim Kadakov, editor-in-chief of Za Rulem magazine, is confident. At the same time, not only models with a capacity of over 160 hp will rise in price, but also less powerful cars, he believes.

— In the next few days, we are likely to see a rush of demand for cars in dealer warehouses, as well as an increase in their imports. The situation of last autumn will be repeated, when, on the eve of the previous increase in recycling, the demand for cars bordered on panic. At the same time, as practice shows, such spikes are always followed by much sharper drops," said Maxim Kadakov.

Apparently, the proposal to revise the rules for calculating waste collection is based on the desire to replenish the treasury, says Igor Morzharetto, partner of the analytical agency Autostat. However, this spring has shown that against the background of a falling market, the revenue from this collection to the budget is also noticeably decreasing, he recalled.

Turning into a Cube

Since recycling rates do not apply to vehicles older than 30 years, Russia has a chance to eventually turn into an "automobile Cuba," said Anton Shaparin, vice president of the National Automobile Union.

— In Europe, the USA and other countries of the world, there are many rare cars that have something that is not yet available and is not expected on Russian-made models, if we do not talk about piece products: V6 and V8 engines, full-fledged automatic machines, climate control and airbags for all passengers. Yes, these are models over 30 years old. But those who want to drive a car with the mentioned options will probably have to transfer their names to them, since recycling does not apply to such models," Anton Shaparin told Izvestia.
