Starting from November 1, drivers without a CTP policy will be detected automatically using traffic cameras, an expert from the Popular Front told RIA Novosti. Analytics", car lawyer Ekaterina Solovyova.

The expert refers to the list of May instructions from Russian President Vladimir Putin. Solovyova noted that the innovation will be beneficial for insurance companies — it will encourage drivers who drove without a policy to purchase it. Insurers can send part of the funds from fines to road funds, she suggested.

As Interfax reported on September 9, the government supported a bill that removes the risk of multiple fines for video surveillance of the presence of CTP. The note clarified that the draft was supported subject to revision — it is proposed to set a delay period for the entry into force of the law. The draft review notes that this is necessary to complete the modernization of the Web software, develop a mechanism for bringing to administrative responsibility and resolve organizational issues related to the availability of insurance services.

On July 1, the Ministry of Finance promised that the CTP verification system in automatic mode from traffic cameras will work until November 1 of this year.
