The associate professor named the stages of the introduction of the digital ruble
The introduction of the digital ruble into widespread use is scheduled for September 1, 2026, but the preliminary stages of the project will begin before the end of this year. Sofia Glavina, an associate professor at the Faculty of Economics of the RUDN University, told about this on September 14.
"I would like to note right away that there is no question of any mass transfer of social payments to digital rubles. Such information in the media does not correspond to reality. This was also stated by Deputy Prime Minister Tatyana Golikova: the issue of paying social benefits using the digital ruble is not being worked out at the moment," she explained to the Prime agency.
The first stage of preparation for the implementation of the digital ruble in the execution of the federal budget will begin no earlier than October 1, 2025. At this stage, it will be allowed to use digital currency only for a limited set of expenses approved by the government in consultation with the Bank of Russia.
She also noted that from the beginning of 2026, the digital ruble will be used for all federal budget expenditures and revenues. Starting in mid-2027, this rule will apply to regional and municipal budgets.
By September 1, 2026, leading banks and their large trading clients will have to support operations with digital rubles. By September 1, 2027, this obligation will extend to other universal banks and their large clients, and by September 1, 2028, to all remaining banks and trading companies, Glavina summed up.
On September 9, Artur Leer, vice president of the Association of Exporters and Importers, managing partner of Lex Alliance Law Firm, told Izvestia that after the advent of the digital ruble, the issue of anonymity will fade into the background. Already today, non-cash payments leave a mark, and digital currency in this sense will not be an exception.
